I don't think it's impossible that that's what he means but used vague language to say it.  People like Rubio have vocally supported permanent DST for years.

I have actually come around on the current system. I hate standard time’s 4pm sunsets in December, but an 8am sunrise would be a nightmare. And I would equally dislike a 4am sunrise in June.

Personally I hate the transitions, especially the Spring one, and would like to stay on a consistent time all year -- preferably by banning DST.  If it must be made permanent, states should have the option to switch time zones.  For states like Georgia that are on the western edge of their time zones, moving to permanent DST would create very late sunrises in the winter; in Atlanta, the sun wouldn't rise until around 8:45 a.m. in the days around the solstice.  But I can see that people who live in states on the eastern side of their time zone would like to make DST permanent because it would keep it from getting dark so early in the winter.  There's no way to please everyone here.  

Part of the problem is that U.S. time zone definitions are not particularly logical.  Ideally, each should cover 15 degrees of longitude, centered on meridians that are multiples of 15 degrees.  Here's a proposal I came up with a few years ago for reorganizing the time zones of the lower 48 states.  The goals were:

- Make the zones as geographically logical as possible.
- Don't divide states (exceptions may be considered for special cases).
- There is no more DST - the clocks never change.
- But since more people do like extra daylight in the evenings in summer, we'll advance the clocks an hour ahead of what they should be based on their geographical location.

This gives us:




Eastern Time (red) - states with most of their territory in 67.5W-82.5W, time UTC-4 (equal to current Eastern Daylight Time or Atlantic Standard Time)

Central Time (blue) - 82.5W-97.5W, time UTC-5 (current CDT/EST)

Mountain Time (yellow) - 97.5W-112.5W, time UTC-6 (MDT/CST)

Pacific Time (green) - 112.5W-127.5W, time UTC-7 (PDT/MST)

A few states (Utah, Arizona, Oklahoma, Ohio, and Florida) are split nearly evenly by the longitude boundaries and could reasonably go with either side.  I wouldn't quibble about any such moves.  The Kansas City and Omaha metros also get split by this, so there could be local adjustments there.  It also wouldn't be unreasonable to move the whole Texas-North Dakota tier into Central in this plan.

Just ban daylight savings.

California passed something dumb where they wanted permanent Pacific Daylight time. The feds told them that Daylight savings time had to follow the same schedule as someone else. Now, the permanent Mountain standard time that most of Arizona has is the exact same time and is fed compliant, but California didn't want that.

He said that last time too and nothing happened. After the Senate passed it by accident, the House couldn't because of feedback from constituents. The problem is that there's roughly the same number of people who want to go to permanent standard or permanent daylight (which makes sense because about half benefit under one of the other geometrically) and it splits across party lines. So the status quo holds.

If we went to permanent standard time, I'd really want Middle Tennessee to move to Eastern Time, but I certainly hope he means permanent DST.

Fantastic. The clocks changing is obselete and no longer serves a purpose than increasing the risk of death (namely heart attacks & strokes) in the days after. Repealing it would be heroic.
