Probably not; while I don't think you can give her a completely safe seat without really messing up either the entire logic of the map or the Ohio redistricting rules, I don't think it's that hard to draw her into something like Trump+6-8. She ran about 2 points ahead of Harris, and I don't think she'd be very likely to hold such a seat.
(Although, given that she almost certainly actually lives in Columbus rather than Akron...I wonder if there's a world where she pulls a Diaz-Balart/Boebert and just runs to succeed Joyce Beatty instead of for the successor to her own seat. Beatty's in her mid-70s and I think is a perennial retirement possibility.)
