Vice President Kamala Harris’ defunct campaign, meanwhile, had just $1.8 million remaining in its bank accounts after spending more than $1 billion in a failed effort to defeat Republican Donald Trump. The Harris campaign reported no debts.

But the filings with the Federal Election Commission overnight – which cover fundraising and spending between October 17 and November 25 – offer just a snapshot of the financial outlook for a party working to regroup after losing the White House and the Senate and failing to flip the House last month. Aides to key committees say they are still dealing with outstanding invoices and other accounting issues as they close the books on the costly presidential contest. A full view of Democrats’ finances might not be apparent until January when candidates, parties and outside groups file their year-end reports with the FEC.

It's really crazy in the first place to think that a campaign that spent 1.5 billion would have any debt at all in the end.

Not really. They raise and spend money at the same time, and $20m was barely more than 1% of their total fundraising. The real problem is how they spent the money and who it went to.

isn't a certain amount of what is reported as a debt by campaigns actually just a debt on paper and not in reality?

     This is basically a rounding error on the absolutely massive amount they raised. I don't think anyone really cared about her finishing with a debt; the point was that Harris blew through a staggering sum of money making some in a relatively short timeframe, rife with questionable spending decisions like building a set for a podcast or hosting Beyonce for a rally. Even with the revision we're still talking about $1.5B in a mere 100-day campaign.
