While exceedingly unlikely if Republicans only have a 2 seat majority of 217-215 in the House there's actually the possibility that a party switcher could tie the chamber.

We've had some party switchers in recent memory like Van Drew and Specter so it's not unprecedented.

Who would switch?

Whoever is in charge of the DoJ will just need to make a deal to flip Cuellar. With a slim house majority I can see it happening.

No one will flip to the Dems, the polarization is too strong and there aren't any carrots. At most I can see Congresspeople voting against admin proposals but the usual suspects who'd likely get kudos for it locally, like Valadao.

I can see a bizarre scenario where the House GOP is forcing through an unpopular policy - maybe cutting Medicare - and someone very unexpected like Salazar flips to Democrats.

Hard to predict what the future holds.

Valadao and Bacon in return for being able to vote how they want on policy matters outside of any immediate agreement and not receiving any serious primary challenge. Essentially the same deal the GOP made with Van Drew.
