Depending on the definition of upstate New York, who won it?
Is the general consensus of the definition of upstate is New York minus NYC and Long Island?
Westchester, Rockland and Putnam are downstate.
What qualifies as upstate really depends on if you live in NYC or not. To NYC residents, Westchester and up is very much seen as its own thing and many if not most would describe anything north of the Bronx as upstate. However, upstate Residents would generally choose to associate Westchester County with the city.
Basically no one wants to claim Westchester County as belonging to them, and I think people in Westchester County see themselves as almost their own entity.
