Did he have some kind of scandal? I was under the impression Kevin McCarthy had something extremely damaging on him and that's why he left politics. We'll never know though as it wasn't revealed.

In this environment? Yes, albeit by a thinner margin.
In a national environment where Harris pulled off a win? Still an uphill battle for Tester but probably winnable.
