What would have happened? While Harris lost GA, she held up relatively well all things considered. Would Raphael Warnock and/or Jon Ossoff have won reelection, if they were up this year? I would be inclined to say yes, unless Kemp is the GOP candidate.

If was Kemp, they would have lost. Otherwise, they probably would have gotten it to a runoff and won.

If Warnock were up, he probably would have boosted Black turnout, which may have helped Harris close the gap a little bit

Warnock likely gets to a runoff and wins on high Dem turnout.  Ossoff would clearly lose to Kemp in November and it would Tilt R with a generic GA R (if he denies the R 50%, he also likely wins the runoff).

Warnock probably still wins.

Ossoff would likely be in trouble, barring getting the Republican under 50%.

Did Democrats down ballot do better or worse than Harris there? Perdue actually outran Trump by a decent amount and in the special election the combined Republican vote won. It just wasn't enough to avoid a runoff which differential turnout and superior Democratic campaigns flipped. If there is still down ballot lag, then it would come down to what the third party vote was.
