I'm not a senator, but how about replacing the text of the bill with:
1. No federal money shall go towards any regional school system.

There is no sense in voting an amendment that already failed once, the same senate is here.  Cutting it off to such a drastic degree is not sensical.  What about students that are already receiving vouchers?  Will they have to drop out or transfer?

I would be in favor of cutting off a signifigant portion of the funding if it did not take effect until 2011, so students coming into high school this year on a voucher could still finish out their high school career.

Each Region is Free to run its Education System as it chooses. To deny one region funding from the others would constitute as "Special Treatment". So in my opinion either all regions receive educational funding or none do.

I introduce the following amendment and ask my colleagues to consider this more passive proposal:

To strike the entire context of the bill and replace it with:
1.) No further money shall go to a regional voucher system upon passage of this bill
2.) An exception shall be made for any student currently attending school on a voucher at the time of passage of this bill

I will naturally continue to oppose any legislation which discriminates against the Southeast citizenry and their choices in education.

No compromise has been presented so far which eliminates this problem.
