Updated Tally on Final Vote
Aye: 6 (Phil; Ebowed; PBrunsel; Brandon; DWTL; Sam)
Nay: 3 (Earl; Lewis; Al)
Yet to Vote: 1 (Rob)

7 Aye votes are needed to send the amendment on for ratification or rejection by the Regions.

In real-life I would be opposed to a line-item veto (or any other expansion of the executive branch's power) but this is Atlasia so I don't believe we should vote on ideological lines, when it comes to forum affairs issues.  Right now, the Presidential elections focus on forum affairs and then when the President gets elected nothing gets done because he doesn't have any real power.  I'm willing to try things to improve this situation, and I think this would be, strictly in Atlasian terms, a possibly beneficial Presidential power.  I recall using the line-item veto a couple times as President, and it was a fairly memorable experience, at least.  Keeps the Senate on their toes.

This legislation has enough votes to pass.  Senators have 24 hours to change their votes.

On the basis of what Ebowed said and what happened with the LSD bill, I change my vote to aye. (Although a better remedy might be to allow amendments between a veto and a vote to override. Grin )
