Answers may be more interesting if we said  20th century onwards.

But for now:
-Lincoln
-HW (due to handling of the end of the Cold War & Soviet Union, mostly, with big downsides of the people he surrounded himself with who pushed hyperpartisanship and social conservatism and neoconservatism beyond his term)
-Ford (due to being harmless, mostly, with the big downside of the pardon)
-Teddy (due to more progressive ideas, though very problematic views too)
-one of the Reconstruction presidents, not sure who

Hoover and Coolidge seemed decent enough people, but we know how they led into the Great Depression.
Maybe Taft was relatively harmless?
Could also make the case for Eisenhower, he'd be higher before (maybe as high as #2 for me), but then there's his handling of Iran 1953 and inflaming of certain Cold War incidents and Iran in particularly has had horrendous rippling effects while also being just an unneeded bad decision at the time.

Really, it goes
-Lincoln
-any other Republican president (even Reagan is flexible somewhat in this cloud, but usually closer to the bottom)
-Nixon/Bush43/Trump (yes, Nixon had some good policies and led some breakthroughs... but there's all that bad.)
