I went through the old bills passed by the Senate and was rather surprised we have mandated every table in a restaurant to have a paper menu

It's a mandate either way, it's just that with a paper menu the mandate is on the restaurant. Without the enacted bill, you invite QR code menus to become the norm, which places the burden on the customer to have a smartphone at the ready.

As the sitting Vice President I don't typically get involved with the actions of the senate. However, I have to note that the repeal of this bill will disproportionately impact the poor, elderly, and ruralites.
