Obviously no, there's an argument to restructure taxes to either make dividends more favorable or buybacks less favorable but mathematically speaking they work almost the exact same or are very similar.  From a company perspective it makes more sense to say we are buying our stock back because we think the returns on it will exceed any other investments we could make while a dividend is basically saying we think you as an investor can make more money with our cash than we can .
