To be clear, this guy was not in charge of the "Office of Personnel Management" which is a huge, vital federal agency. He was in charge of the White House Personnel Department which I guess made him the person who hired and fired the maintenance staff.

Oddly enough the blame lies with Reagan for shutting down the insane asylums and involuntary imprisonment for the mentally ill. Would be an easy “Biden Win” if brought back; could easily work with the mental health industry and States to prevent the ethical issues of old.
