4. This act shall not affect the provision of humanitarian aid.

5. Vatican City is hereby prohibited from receiving any foreign or military aid.

Section II: Implementation

1. This act shall take effect immediately.

I do find it pertinent to point out that I believe this would suspend aid to Israel because they expelled our ambassador under Scott’s admin and I don’t think they have restored unless I am mistaken.

A state that has expelled an Atlasian ambassador and refused to reinstate one for nearly two years is not one that is entitled to Atlasian aid. The bill as written would automatically restore that aid immediately upon the restoration of the diplomatic recognition of Atlasia's ambassador. It is not a big ask of any country receiving Atlasian aid, let alone a supposed ally, to refrain from expelling the Atlasian ambassador and/or from violating basic international law by raiding an Atlasian embassy.

I offer this very minor amendment, which, if included will ensure that the FASH Senators vote in favor of this bill. Vatican City has more gold than most other countries and should not be eligible for our foreign aid. History shows what barbarity occurs when the Roman King commands a military.

switching to Nay, Cao makes a good point. Should the senator wish to introduce a separate bill regarding this, they're free to, but this is not relevant to the idea of the bill.

Atlasia has traditionally taken a wide view of whether an amendment is germane.  Vatican City does function like a country in many ways. I retain my opposition to the bill as a whole, but this specific clause is a reasonable exercise of the power of the purse.
