Domestic policy looks pretty awful during that time period, though the Iraq War looks to be avoided. (Cruz keeps both Houses of Congress in 2023?!)

I think you're looking at a liberal Supreme Court in Gore's second term, even with Republicans controlling the Senate. He'd be appointing the new Chief Justice and replacing Justice O'Connor. There'd be a lot of room for compromise, but at worst one of those would be a centrist (the other being firmly centre-left). I wonder what Souter and Stevens would've done, considering neither would want to be replaced by a Huckabee appointee. It's possibly either leave during Gore's second term, but I'd say it's more likely they wait out Huckabee and get replaced by Obama (particularly Stevens). Obama also gets to replace Scalia without issue in 2016. There's also a good chance Ginsburg stands down in 2017 or 2018. At that point, Kennedy and Thomas are the only Republican-appointed Justices on a solidly liberal Court. I don't see Kennedy retiring under a D-Pres/D-Sen scenario. Breyer would definitely still be on the Court though.
