Everything matters at the margins. $3 billion is a lot for one medium sized state, in the sense that, it'll make a dent. And given how close some swing states are decided by, it could be decisive.

He will likely announce checks in the last moment before the election. That does not mean it will make a difference.

Voters grade Biden on his record, not his promises.

It's $3 billion split across projects in dozens of states. Milwaukee is getting $36 million to put in a couple of miles of divided bike lanes and crosswalk improvements.


It's a small project, and it's a bit pathetic that it takes a federal grant to build something so basic. But at least it's better than dumping billions into electronic medical records.
