I really disagree with this.  Before the SOTU, only people who are already thoroughly enmeshed in right wing media knew who Laken Riley was.  So for "people who aren't Trumpists", the story was already "neutralized" because they were unaware of it.  Biden just gave it attention to a wider audience which it never merited. It's like if GWB had talked about "Free Mumia" in a SOTU.
