No. His shortlist was at most based on what Trump was thinking at that time. Since there are no short of time to announce the VP, and that Trump constantly changes his mind, it is unlikely he chooses from this three.

Note, Trump updated his SC pick list three times. He did not pick anyone from his first list.

I don't think it's that he's constantly changing his mind, but that he's doing this to keep everyone on their toes.
