Dean Phillips at least had an argument to make and the voters rejected it. BDB ran for President because he hated being Mayor of NYC and he was only Mayor of NYC because NYC sucks at electing people who don't suck.

The answer is BDB.

BDB had zero actual reason to run. He made Giuliani's 2008 campaign look successful by comparison in fact, which is quite an achievement.
So not-BDB wins by default.

Phillips was running against an incumbent president who governed well, which wasn't even disputed by himself. DeBlasio though was the mayor of America's largest city and got utterly destroyed in a House primary.

Although to be fair DeBlasio didn't lose because he dropped out before the primary...but the fact that he even ran in the first place is what's perplexing because he obviously had no chance. And yes he's very very very far from the only person to launch a hapless campaign he had no chance in, but of those people should be pretty high in the list of people who were aware of how doomed it was.

The last mayor of NYC to ever win elected office for anything else afterwards was John T. Hoffman who was elected New York Governor in....1868. The same year Andrew Johnson was impeached.

No sane person would see it as a launching board for any higher office. Of course no sane person would even want the job in the first place.
