If I had bothered to ask Dad to mail me my absentee [which I'm still getting despite having voted as a Texan last midterm], I'd say Opt. 2 because I would've voted for my childhood Congressperson in spite of some odd tactics.

Since I've totally sat out this round of primaries instead, though not entirely on purpose, Opt. 3

He can, once you deduct the votes of every county touching the San Francisco Bay, every county bordering the Pacific, every county bordering Arizona, Yolo, and Sacramento counties.
