If Biden was exactly 20 years younger, elected to the Senate at 29 in 1992, but everything else was still relatively the same (still recognized as an experienced Senator with good relationships, same policies and evolving political views, still Obama’s VP, still elected President in 2020, still same domestic/foreign policy decisions as President, etc.) then how would he be doing right now? And what would the narrative around him be?

Much better. I think the narrative would be similar to Obama's, "broadly liked through some Republicans hate him".
