Mostly good on rhetoric, not so good in practice. Overall HP.

I never thought I would say this, objectively, there are just too many failures. Especially Syria, Libya and his weak approach towards Russia. He was also weak on Saudi Arabia and his handling of the mass survailance scandal massively hurt his standing in Europe. I give him points for bringing bin Laden to justice, withdrawing from Iraq and for at least trying to get TPP done. But on latter he also fell short in the end and the withdrawl from Iraq enabled the rise of ISIS. He was also weak at that front. In my view Obama was often too weak and indecisive.

Cons
- Libya disaster
- Syria disaster and red line the sand that encouraged Putin to get in
- Weak response to Russian intervention in the Donbas and Crimea in 2014
- Weak response to Russian election interferance and cyber warfare
- Rise of so-called "Islamic State" (though that was mainly a fallout from the disastrous post-war Iraq policy of the W Admin)
- PRISM survaillance scandal
- Support for Saudi Arabia, veto of Justice against sponsors of terrorism Act


Overall mixed, but if forced, I had to vote HP. Just too many cons, as much as I want to rate it otherwise.

To be fair, the PRISM scandal wasn't Obama's fault. Every president spies on Americans, he just happened to get caught. Unless you think the scandal was the getting caught part. Every president also supports Saudi Arabia so listing that is kind of pointless.

Yeah, the mass survaillance also affected allies of the United States and caused severe damage. I mean, Merkel's phone was tapped, which I found unacceptable. It's not like she was suspecious of anything. Obama even awarded her the Medal of Freedom.
