If you were to ask me to list top 10 world leaders of all time, Tito would definitely make the cut alongside Jeebus and Lincoln.

Obviously about as good as communist dictators get, quite surprisingly so in many ways. Whether that counts as "FF" or "HP" given the overall sweep of his life and times is a question my answer to which varies. I will say that most of the people I've known from the former Yugoslavia who don't have an on-balance positive view of him have loathsome ethnic chauvinist views of one kind or another instead, and generally are people I find far more objectionable than people from the same part of the world who do see him positively.

Possibly the least evil communist to have ever ruled. Still not a "FF" for his targeting of dissidents, but things could've been a lot worse.

Tito forced people from many different ethnicities to get along, and to love one another…and it worked! (For a while, anyway).

Not without flaws, as he clearly left way too many unreconstructed Serbian nationalists in his ranks, but FF. He was right in that cultural differences matter and every country has its own means of dialectical change, and that should be respected, albeit without needless and destructive antagonism between socialist states (it wasn't always Moscow- the Sino-Soviet Split particularly was a case of "it takes two to tango"). His socialist self-management is what an American socialism might look like IMO.
