Michigan dem base has been more constant and therefore easier to work with for the state party.

There are some surprisingly populous counties that vote pretty Republican, like Lancaster and York.

Michigan black population percentage: 14.1%

Pennsylvania black population percentage: 12.7%


A lot is attributable to the above fact probably. Democrats have an ever-so-slightly higher base in Michigan.

Pennsylvania's rural communities are far more socially conservative than Michigan's.  Michigan's rural areas are historically Republican since the Civil War.  Pennsylvania's rural communities include coal mining areas that have shifted left as the Democrats have come to oppose fossil fuels.
