If Biden is stuck at 44 in the Head to Head, all Trump has to do is get his 2016-2020 support to win the Popular Vote, and 3rd parties take more from Biden too.

So Trump is the obvious answer.

Biden wins the popular vote even if Trump wins the electoral college. Maybe a 10% chance Trump wins the popular vote (but a 35-40% chance he wins overall).
