If he didn't drop out after getting trounced in NH, he may never drop out.

I think if he gets no delegates by the time Minnesota comes up, he'll leave. Otherwise, the day after Biden gets the majority of pledged delegates (which is likely March 12th, or 13th if results take a while to count), which would also basically give him all superdelegates (except Phillips if he's one).

After Super Tuesday. If Biden has a major crisis or scandal in the next few weeks there might be a door for Phillips. If not and Biden takes 90% everywhere the door is effectively going to be closed.

He can use the Hur report now to justify staying in, whether it will bear fruit is another story.
