Trump won't debate Biden this election either. He'll do something like demand Biden agree to his terms of the debate, but he'll refuse to participate in the official debates because they are hosted by "left wingers" who are "unfair to him."

This is a different way to try and get some acknowledgement of hisploy to declare himself 'presumed nominee' so he can try to use it as an excuse to hide from Justice. He's worried about the consequences of a Guilty verdict in DC before the RNC. (Something that is now a lot closer, unless he can get 4 members of the Roberts Court to shield him.)
