I don't particularly like this bill but there are surely better arguments to make against it than Tim's, at a time when 95% of the game's activity is taking place here in the Senate.

Well, I felt similarly when DFW's confederation idea was being proposed.
If regions could opt out like this the actual importance of the federal government would potentially be in doubt. That would influence player behavior.
