Treaty

The Concord of Vladivostok (1902)
The long, checkered history between Russia and Korea has not been without hindrances. Indeed, a generation ago, our two realms stood at war, locked in a pointless struggle under the direction of the bloodthirsty Yi Ho. Today, a new order has dawned, and under it we do resolve to reconcile our differences and blossom a new relationship between our two republics, so that our people may enjoy the fruits of lasting peace, harmony, and brotherhood, joined for a new era.

In pursuance of the foregoing aims, the Republic of Russia and the Republic of Korea (hereinafter referred to as the “High Contracting Parties”) do affix their signature to agree to the following terms:

Article I. Principles.
1. There shall exist a perpetual state of peace and friendship between the Republic of Russia and the Republic of Korea.
2. We, the High Contracting Parties, henceforth agree to pursue strong bilateral ties, through the liberalization of trade, the encouragement of cultural intercourse, and the establishment of regular diplomatic exchange.
3. We, the High Contracting Parties, henceforth recognize the inviolable territorial sovereignty of one another and commit to summon arms in the event it is violated by other nations.
4. We, the High Contracting Parties, henceforth respect the political sovereignty of one another and agree not to interfere in either's internal affairs.

Article II. Trade Liberalization.
1. The Republic of Korea shall reduce its tariffs on the following Russian products by 75%:
(a) Grain;
(b) Hardwood, timber, and lumber products;
(c) Petroleum and petroleum products; and
(d) Raw cotton, furs, and processed textiles thereof.
2. The Republic of Russia shall reduce its tariffs on the following Korean products by 75%:
(a) Rice;
(b) Tea and ginseng;
(c) Silk and processed textiles thereof;
(d) Pearls and Mother-of-Pearl products; and
(e) Livestock hide and skins.
3. The tariff reductions shall be implemented in phases: 20% in 6 months; 45% in 1 year; 60% in 1 1/2 year; 75% in 2 years.
4. On all other goods, tariffs shall be reduced by 25%, no higher than those of the most favored nation, excluding China.
5. The Republic of Russia shall increase its exports of industrial tools, lathes, presses, and mechanical components to the Republic of Korea. Tariffs for these items shall be suspended.

Article III. Diplomatic Relations.
1. The High Contracting Parties shall exchange envoys and maintain permanent diplomatic missions in each other’s nation. To that end, respective consular facilities shall be constructed in Moscow and Seoul.
2. The High Contracting Parties shall engage in regular diplomatic communication on regional security concerns and trade, and in the event any controversy should arise between the two parties in relation to it, both shall exert their good offices to bring about an amicable, peaceful agreement.
3. The High Contracting Parties agree to extradite to each other any person who is wanted in the other for prosecution, trial, and punishment for imprisonment of a period exceeding one year, or a more severe penalty.

Article IV. Economic Cooperation.
1. The Republic of Russia shall issue a one-time, no-interest loan of 50,000,000 Rubles (~900 million USD in 2024) to the Republic of Korea as a symbol of its renewed commitment to financial partnership and reinvestment, which shall be paid back in full no later than one decade following the enactment of this treaty, unless extended by mutual assent.
2. The High Contracting Parties agree to coordinate the extension of the Trans-Siberian railway to a Korean national railway, including a route between Vladivostok and Seoul.
3. A Bilateral Rail Commission is established in pursuance of the foregoing provisions, consisting of 10 members, of which each party shall appoint half. The Commission shall be responsible for the composing of a basic framework and the coordination of it with each nation's respective ministries.
4. The High Contracting Parties shall additionally coordinate the establishment of new maritime trade and supply networks along the East Sea (otherwise known as the 'Sea of Japan'). The Republic of Korea shall open its mainland ports to Russian merchant ships at reduced docking fees.
5. The High Contracting Parties shall establish an official rate of exchange between the Russian Ruble and the Korean Won based on relative market value and purchasing power.
6. The High Contracting Parties shall levy no tax nor duty upon capital investments initiated by state controlled enterprises or by joint ventures supported by state funding in each respective country.

Article V. Cultural Exchange.
1. The High Contracting Parties shall establish a bilateral student exchange program to facilitate cultural intercourse in each nation's respective universities, which shall permit no less than 50 applicants of exceptional merit annually.
2. The High Contracting Parties shall encourage the exchange of professors from the fields of science, mathematics, architecture, and construction, providing advantageous salaries no less than twice offered in their home nation.
3. The High Contracting Parties agree to not infringe upon the rights of religious or spiritual figures of the other to proselytize freely and without impediment.

Article VI. Miscellaneous.
1. In the interest of regional security, the Republic of Russia shall provide assistance in the training and technical development of the military of the Republic of Korea. To that end, Russian officers and instructors are invited to coordinate joint exercises and strategic consultations.
2. In the spirit of friendship, the Republic of Russia shall afford all Koreans residing in Vladivostok and the Transamur region equal protection under the law, and shall ensure safe passage for those seeking to return to Korea.
3. The corresponding navies and merchant marines of the High Contracting Parties shall have safe harbor within the ports of both nations during times of peace and of war.
4. Both parties shall periodically review the terms of this agreement and amend it as needed. Both parties reserve the right to terminate this agreement if its terms are breached, upon written notice to the other.
5. This agreement shall take effect on June 1st, 1902.

On the Bolshoi Theatre

The Scandinavian Ambassador to Russia, August Gyldenstolpe, has delivered his personal condolences to Foreign Secretary Suvorin and the wives of Prime Minister Lvov and Chairman Murmonstev, and has expressed his strong condemnation of the terrorist attack at the Bolshoi Theatre. With the permission of his government, the Ambassador has also informed President Milyukov that the Kingdom of Scandinavia is ready and willing to assist with the investigation as far as is practicable.

On the Portici Convention

The Kingdom of Scandinavia welcomes the signing of the Portici Convention and will accede to Articles I-IV of the treaty. Scandinavia further praises the work of the Mediterranean powers, and especially the Habsburg Monarchy, in taking steps to reopen the Mediterranean trade. Scandinavia hopes that both the United Kingdom and the Kingdom of France will announce the immediate cessation of the blockade around the Strait of Gibraltar.

On the Interned French Sailors

The French sailors interned after their landing in Norway shall remain interned in good conditions in Stockholm until such time as the Franco-British War concludes.

On the War in China

In light of the ongoing conflict in East Asia, the Kingdom of Scandinavia and the Empire of Dai Nam have agreed to the following convention in order to better facilitate the preservation of peace and stability in the South China Sea region.

6. The High Contracting Parties shall levy no tax nor duty upon capital investments initiated by state controlled enterprises or by joint ventures supported by state funding in each respective country.

Article V. Cultural Exchange.
1. The High Contracting Parties shall establish a bilateral student exchange program to facilitate cultural intercourse in each nation's respective universities, which shall permit no less than 50 applicants of exceptional merit annually.
2. The High Contracting Parties shall encourage the exchange of professors from the fields of science, mathematics, architecture, and construction, providing advantageous salaries no less than twice offered in their home nation.
3. The High Contracting Parties agree to not infringe upon the rights of religious or spiritual figures of the other to proselytize freely and without impediment.

Article VI. Miscellaneous.
1. In the interest of regional security, the Republic of Russia shall provide assistance in the training and technical development of the military of the Republic of Korea. To that end, Russian officers and instructors are invited to coordinate joint exercises and strategic consultations.
2. In the spirit of friendship, the Republic of Russia shall afford all Koreans residing in Vladivostok and the Transamur region equal protection under the law, and shall ensure safe passage for those seeking to return to Korea.
3. The corresponding navies and merchant marines of the High Contracting Parties shall have safe harbor within the ports of both nations during times of peace and of war.
4. Both parties shall periodically review the terms of this agreement and amend it as needed. Both parties reserve the right to terminate this agreement if its terms are breached, upon written notice to the other.
5. This agreement shall take effect on June 1st, 1902.

REGARDING THE STATE OF FOREIGN AFFAIRS

Her Imperial Majesty laments the unprovoked British intervention that has taken place in recent weeks, which has resulted in untold economic strife not just across North America, but across most of the civilized world.

The Empress encourages Her Majesty Queen Mary to reconsider her latest decisions in light of the enormous damage it has caused to millions of civilians and to several neutral nations, all of which pay the price for ruthless naval action.

A continuation of such policies from London, regardless of the relative merit or justification, could very well plunge much of the world in an economic depression, a decision that should not and could not be taken lightly.

We also encourage London to carefully consider its position regarding the Treaty of Trois Rivieres due to recent events in Pisco, as well to clarify whether its commitment against the use of biological weapons remains in place.

For its part, the Québecois court remains open to reasonable discussions to bring an end to the war, and recognizes the efforts of those who are striving for such a goal. While hoping for such an outcome, let it also be known that when faced with aggression, the Empire will defend itself fully and with every method at its disposal within the internationally agreed bounds of civilized warfare.

ON RECENT EVENTS IN RUSSIA

Her Imperial Majesty expresses her solidarity with the Russian people and with President Milyukov at this difficult time, as well as her unbridled outrage at the cowardly assassination of Prime Minister Lvov, Duma Chairman Muromtsev, and countless innocent civilians. The Imperial Court will observe a period of mourning, and Her Majesty and the Prince Consort will wear black armbands in remembrance of the victims. This attack on the Bolshoi Theater is an attack on Western Civilization itself, and should the Russian Republic require any assistance, the resources of the Imperial Security Bureau will be made available to President Milyukov.

REGARDING THE TREATY OF TROIS RIVIERES

Her Imperial Majesty is encouraged by the recent signing of the Treaty of Trois Rivieres by the Commonwealth of Louisiana, as well as by His Majesty the King's Emergency Order N°2. Should the Ungentlemanly Warfare Commission deem it proper, Quebecois inspectors will be made available to determine compliance with the treaty at the earliest possible moment.

- This Convention shall not, in any way whatsoever, violate the absolute Russian neutrality in the current North American conflict, or the ability of Russia to make financial arrangements with other involved powers. Statement on Louisiana

The President condemns the nation of Louisiana for its institution of Martial Law. Wartime is an important time to maintain democracy, not end it. The Constitution of the Holy Union of Spain provides for only limited national emergency authority that can be ended by many authorities after a certain period of time. Louisiana, on the other hand, has instituted an unlimited and untimed martial law authority that is unreviewable by any non-executive party. This is simply inexcusable.

As a result, with respect to the executive embargo instituted by the Spanish on Louisiana in 1901, the portion limiting the functions of the Spanish Embassy in Louisiana shall remain in effect regardless of Louisiana's compliance with the treaty of Trois-Reveries, until such time that the martial law is lifted. However, the President is grateful for Louisiana's apparent compliance with such treaty, and other portions of the embargo will be repealed upon international verification of such compliance.

Statement on Russia

The President expresses his solidarity with the Russian people and with President Milyukov at this difficult time, as well as his unbridled outrage at the cowardly assassination of Prime Minister Lvov, Duma Chairman Muromtsev, and countless innocent civilians. Statement on Election Results

The President appreciates that 183 congressional seats will be controlled by Catholic Republicans, larger than any other party. He appreciates the endorsement of his policies by the populace.

The President will seek to form a plurality government with Catholic Republicans and Liberal Republicans, and will also seek support from the National Interest Parties for the government's choice of Speaker. The President will be supportive of an effort to grant autonomy to those constituencies represented by the national interest parties.

1902 Midturn Update

Balkan War!
Greece Assailed from All Sides

   With Europe’s attention so focused on the Straits of Gibraltar (though that matter would be swiftly resolved with the Habsburg-led end to the blockade, both France and Britain backing down), a window of opportunity emerged in the Eastern Mediterranean. A series of heretofore uninvolved powers sought to settle the regional score. Greece sat vulnerable, its nominal patron in Stockholm otherwise occupied by the blockade and operations in far-off Oman. On the borders of the kingdom, the vultures circled. Newly-crowned King Charles of Bulgaria was an untested ruler and sought to prove himself as a true heir to his late father. Eager to break Bulgaria’s confinement to the Black Sea, and rearrange the regional balance of power, he sent envoys to the Turkist Empire, the two governments plotting the downfall of their mutual rival. Albania, still maintaining dreams of a larger realm, was all too happy to go along with its larger neighbor’s proposal. Greece was to be ambushed.
   Indeed, the attack was a quick smash-and-grab. Bulgaria declared war on February 1st, 1902. Turkey followed just hours later, Albania waiting several days before likewise joining the fray. In the past thirty years of peace, the Greek Army had grown somewhat complacent, lacking land experience and underfunded by a parliament too focused on other matters. The eruption of hostilities caught Athens wholly off-guard, King Constantine II forced to cut his holiday in the Peloponnese short and return to the capital. With dozens of Bulgarian-Albanian divisions pouring across the border from the north, news became grave rather fast. There was disarray, Turkish special forces decimating Greek supply and rail lines and hindering mobilization.  It was quickly apparent the Greeks were greatly outnumbered. The Battle of Janina saw a joint Bulgarian-Albanian force expel the Greeks from the northeast. Further to the west, Xanthe fell within the first week, with the coastal city of Kavala put under siege by the Bulgarians. Several Greek divisions were trapped in the city, hoping their navy would arrive to save the day.
   Yet, news on the high seas was also far from encouraging. A Bulgarian fleet emerged from the Dardanelles the same day war was declared (before Russia could respond in any way). They seized islands in the Aegean, setting up bases to harass their foes and lure them north. The hammer blow then came from the Turks. Their fleet bypassed Smyrna entirely, Greek war plans previously having expected that city to be the center of any Turkish campaign. Instead, they smashed the Greek vessels speeding north towards the Bulgarians at the Battle of Mikonos on March 15th. Many noted that the Turkish navy seemed rather stronger than expected, foreign aid to their cause seeming a possibility. The Greek ships were savaged, several dozen sinking in the chaos.
   Only once the sea had been secured did the Turks join the land campaigns in any serious fashion. The spring continued in favor of the attackers. The nearby Aegean islands fell in quick succession, the locals looking on with dread as the Turkist forces raised the star and crescent. Smyrna was itself besieged, though held out. To the south, some Turkish divisions disembarked at Crete, easily capturing the city of Heraklion and nominal control of the island. In the north, the Bulgarians captured Thessaloniki, the second city in Greece, while the frontline only restabilized near Larissa, much of the country already occupied.
   Yet, the coup-de-grace in this lightning war came from the Greek capital. Athens had been left vulnerable; the bulk of land forces being mobilized to the northern front. Here the Turks approached from the sea, shooting shells into the city to goad it into surrendering. The remains of the Greek navy sought to repel them, but were easily swatted aside. Seeing the writing on the wall, the King and government left the city to its fate and fled to Patras. When the initial demand for surrender was rebuffed, several dozen Turkish land divisions disembarked. Athens fell on May 15th, 1902, the mayor himself offering its surrender to the Turkish general.
   King Constantine II and the government, despairing their cause, seem on the brink of surrender, utterly overwhelmed and outmaneuvered. Indeed, the year has begun with what seems to be a decisive Turko-Bulgarian victory, their alliance having caught Athens flat-footed. Some have already begun to discuss the eventual diplomatic settlement and what it will mean for Greece’s position in the Mediterranean. Indeed, Patras seems to have issued initial overtures to the assailants, hoping the terms will not be as harsh as many envision.
   The war has caught the regional powers by surprise, not to mention the greater powers further afield. It seems familial ties have not been strong enough to stabilize this volatile region. King Charles of Bulgaria’s daughter-in-law, Princess Alexandra of Greece, has harshly cursed her husband’s father for his betrayal of her family. Serbia too has protested at the assault, though perhaps more out of envy with Bulgaria’s growth than familial sympathy with the House of Huitfeldt-Kaas.
   More alarming though, has been the broader implications of the war. The Russian diplomatic delegation has seemed utterly surprised, despite their close ties with the government in Bulgaria. Habsburg diplomats would note the republic was too focused on the attempted assassination to 'keep their Bulgarian dog on its leash'. Coming on the heels of the Romanian Revolution last year, many have begun to wonder if great power control over the Balkans, where they have treated the independent realms as loose, pliant satellites, has been an illusion all along? It seems the governments in the region possess minds of their own...

SHOCK IN KABUL
SHAH WOUNDED IN FREAK ACCIDENT, APPOINTS GOVERNMENT BEFORE BECOMING COMATOSE

   News out of the Durrani Empire was ofttimes muddled and contradictory, the remoteness of Kabul leading to a disinterest in its affairs among many other powers. Yet, in late spring, the situation has becoming bizarre on an unprecedented level, many unsure of what truly has come to pass in the Afghan capital as competing narratives take hold.
   What is clear is that the Shah was severely wounded on June 10th. At the annual state banquet for foreign dignitaries, Abdul II Shah and his court were dining with diplomats from Russia, Hui China, New Holland, and neighboring Iran. The night was initially rather cordial. Despite Islam’s prohibition of alcohol consumption, it seems all present were imbibing. The diplomats discussed current events, marveling at stories of zeppelins from the Habsburg Monarchy, discussing the distant Mexican-Louisianan War, and how the French invasion of China was progressing. The talk only became tense when it turned to foreign affairs closer to home. A representative from one of the powers, all those present accusing someone else, inquired as to why the Shah had not aided the Mysoreans in their late conflict with France. The debate became rather heated, certain elements in the Shah’s retinue essentially making in clear that they disagreed with his handling of the situation.
   As talks grew loud one of the guests, a some minor Barkazai servant, clearly inebriated, began to wave a weapon around, threatening a servant who was trying to collect table scraps during the heated discussion. A member of the Hui Chinese diplomatic staff wrestled with the man, seeking to take away the gun. In the scuffle, the gun went off. The Shah, who had gotten up to separate the men, was struck in the neck, collapsing in a heap of blood and being rushed from the room. In the tumult the gunman escaped. The diplomats were left in an awkward silence, the Shah’s blood staining the carpets and the room in utter disarray.
   Abdul II remained conscious and coherent for the next hour, fearing himself on the brink of death. His younger brother Timur, was named regent and prospective heir should he pass. He was then rushed to his chambers into the care of his western physicians, who ordered his room sealed as they attempted to save his life. They were successful in dislodging the bullet and stabilized the patient. But, he took a while to regain consciousness. While the Shah has seemingly recovered at times, his condition seems rather unstable, no question of his resuming full-control over the government as he drifts in and out of consciousness. Access to his chambers has been greatly curtailed. Timur has taken up the role of regent with vigor, determined to find the cause of his brother's would-be assassination.
   Yet, the assassin himself was found outside the palace grounds that same night, a gunshot wound to the head. This alone has caused tongues to wag. Could the event be more than it seems? Is intrigue afoot? Some believe that he was killed by spies, either Russian, Iranian, French, or even within the Durrani family. This is not to mention the Shah's numerous other domestic enemies. Others argue it was suicide of a man scared by his accidental act, given he held a gun in his own hand. Regardless, Timur has vowed to pursue justice as his government maintains order in the aftermath of the attempt on his brother's life.

ON THE INVOCATION OF THE TREATY OF TROIS RIVIERES

In light of the usage of biological warfare against the Divine Republic of Brazil - specifically the wilful poisoning of water supplies with horse manure, affecting hundreds of thousands of men -, and faced with a distinct lack of diplomatic solutions, Montréal hereby invokes Article 6 of the Treaty of Trois Rivieres, and requests an international embargo against the Holy Republic of Gran Colombia, original signatory to the treaty, for breaching its terms.

Given the present state of warfare, current wartime measures will be complemented to fully comply with Article 6 of the treaty. We urge London - whom we recognize as having fulfilled the treaty to this point - to clarify its stance on the matter, lest they risk becoming complicit in present or future acts of biological warfare.

ON THE ELECTION

Her Imperial Majesty remains deeply committed to constitutional rule and to the right of the peoples of the Empire to elect their representatives to the National Assembly.

It is nonetheless her belief that to hold elections in the middle of the war, and while parts of Québecois territory remain under occupation, is the lesser democratic choice. We will be presenting a Prolongation of Parliament Act 1902, extending the life of the present National Assembly for two years. By-elections for vacancies will continue to be held.

Should armed conflict end before January 1st, 1904, Her Imperial Majesty will be pleased to exercise her constitutional duties and call an election.

ON THE WORKERS OF QUÉBEC

Due to the British invasion of Québec, the next phase of Etat Social policies will be suspended for the duration of the war. The State, nonetheless, will not sit idly by, and will directly pursue an agenda to alleviate unemployment within the financial realities of the present struggle.

Proclaims, posters and propaganda - including songs - will be printed and distributed to every factory across the Empire, stating how British aggression is the only thing that stands on the way of better working conditions. It will be made clear that, the sooner the invader is repelled, the sooner Québec will resume its role as a shining beacon of liberty, prosperity, and work.

ON THE IMPERIAL WAR BOARD

Retired cabinet minister Pierre Garneau, Marquis de La Durantaye, is hereby appointed as President of the new Imperial War Board. The Board will work with the Crown, government, the General Staff, the Admiralty, the Quartermaster General, and representatives of industry, commerce, the Church and the workers, to marshal Québec's human and natural resources, face the consequences of the blockade, and assist the war effort while curbing unemployment.

The Imperial War Board will begin implementing the following early measures:

-Mass expansion and coordination of the transportation network to arrange not just military mobilization, but also the allocation of resources and goods to prevent their waste.

-Using the Québec arms industry as a model, industries under risk of collapse will be assisted to shift to military production for the State during the war, so as to redirect their workforce, expand weapons development, and avert unemployment.

-Farmers will be assisted with new government contracts to feed the imperial military.

-A Civil Defense Bureau will be formed to provide mass public employment, enlisting jobless civilians to assist the war effort in various means (fortification work, cleaning battlegrounds, and so on).

-Unemployed citizens not enlisted in the military or Civil Defense will be encouraged to join the National Guard or the Pacific Gendarmerie, to take over simple patrol, policing or inner garrison duty.

-Expand the charity role of the Church, and encourage businesses to donate and/or work with ecclesiastical authorities in terms of poverty relief.

-Present bills to Parliament authorizing the usage of temporary war currency for purely domestic use - excluding custom duties, taxes and government interest on war bonds - as in the previous conflict, the "Québec notes".

-Present bills to Parliament authorizing the issuing of war bonds ("Victory Bonds") to raise revenue for the government, followed by a propaganda campaign encouraging people to buy such bonds as a sign of patriotism.

-The promotion of Pacific trade towards reliable partners.

On the treaty of Trois-Rivières

The Kingdom of Mexico disapproves of the Holy Republic of Colombia's use of horse manure, but wishes to state that none of the men who died or suffered because of it had a right to be there. The attack occurred on occupied territory, not the home territory of the Divine Republic of Brazil or the Kingdom of France. If those nations hadn't decided to go to war without reason, the disaster wouldn't have occurred.

The Kingdom of Mexico wishes to emphasize that the Divine Republic of Brazil, seeking to embargo the Holy Republic of Colombia, never complied with repeated Mexican requests to embargo the Commonwealth of Louisiana. They cannot expect us to comply with their requests if they didn't consider our demands in the first place. And in our case the attack happened in our own territory.

Many nations are already exploring the idea of loosening or lifting the embargo on the Commonwealth of Louisiana, refusing to be consequential about this. While we commend Louisiana's decision to comply with the treaty, it doesn't bring back all those who lost their lives. The King of Louisiana neither has given us a full apology for what he has done. Instead he is openly fantasizing over his desire to annex the great Kingdom of Mexico. Additionally, his suspension of the constitution, democratic system, and imposition of martial law threaten millions of lives. He is not a great statesmen, but a brutal butcher that happened to be in charge of a whole country.

Deeply disappointed with the lack of a consistent, long-lasting international response, seemingly forgetting the attack only a mere year after the facts, the King of Mexico states that despite his commitment and being one of the original signatories of the treaty, the treaty did not prevent chemical warfare; it instead encouraged it. It failed to protect Mexican citizens. Therefore, because many nations seem unwilling to commit to their embargo until after the war is over, the Kingdom of Mexico announces it will leave the Treaty of Trois-Rivières immediately.

The Kingdom of Mexico, however, reiterates its commitment to not resorting to chemical and biological warfare. Despite no longer being a signatory, it will continue to follow its ideals. We have been victims of chemical warfare, and we will be the last ones to unleash the weapons of the devil upon another.

A Review of the Alleged Biological Incident in Gran Colombia

The alleged use of animal droppings as described in certain reports in the vicinity of Pisco, Gran Colombia has been referred to the Imperial Foreign Ministry for potential violation of the Treaty of Tróis Rivieres ("The Treaty") and the Ministry has undertaken a review of those allegations ("The Allegations"). The Ministry makes the following findings:

  • The Opening Statement of Her Majesty, Queen Wilhelmina of Quebec, to the Conference at Tróis Rivieres ("The Conference") made frequent references to man-made weapons, including specific references to living Quebecois veteran victims of mustard gas in the 1875 Battle of Pittsburg as well as to extensive civilian causalities observed by international observers in Morristown during the campaign to relieve New York City. It was in reference to such events that She then presented the assembled delegates the initial proposals.

  • Minutes of the Conference reflect extensive discussions regarding the intended meaning of the treaty and a general consensus as to the types of activity that would be banned. His Excellency, Minister Marchand, made reference to the "chemical weaponry industry" on the subject of compensation. His Excellency, Secretary Garvin, made similar references to compensation to corporate industries of such weapons. The Most Excellent Ambassador Lagerheim proposed the addition of an article regarding states with the capability to create chemical and biological weapons. A brief statement during the amendment process by The Most Excellent Silvela y Le Vielleuze noted concerns of the ability of non-signatories to "wipe nations off the face of the map without repercussions." A highly descriptive speech by The Most Excellent Minister Plenipotentiary Bourgeois expressed concerns that were the treaty not enforced in short order "will it not start off an arms race, treaty or no treaty?" Subsequent references to exclusively chemical weapons were then made by His Excellency Secretary Garvin and by the Most Excellent Ambassador Lagerheim.

  • Article 3 of the Treaty forbids the "stockpiling of agents for biological and chemical warfare." Article 4 of the Treaty allows for "Research on chemical and biological warfare will only be allowed for the purposes of finding countermeasures, antidotes or for purely scientific purposes....in order to prevent and/or deter the start of a new arms race. Article 5 states "The sale of agents for chemical and biological warfare will be made illegal. Companies that held a role or stake in such fields until January 1st, 1900....may be reasonably compensated by their respective nation." Article 7 provides for "delegations from the Commission will be provided reasonably access to signatory countries to ensure compliance with the previous articles."

  • The current allegations are as follows: during the course of the Siege of Pisco, unknown agents of either the Holy Republic of Gran Colombia or of the "Free State of the Andes" did deliberately and maliciously introduce horse manure into the water supply of the Colombian City of Pisco knowing that in doing so the opposing soldiery of the Divine Republic of Brazil would be made ill and would therefore surrender. There is no confirmation regarding whether the perpetrator was an agent of the Colombian or the "Andean" State. There is no confirmation that the Colombian or "Andean" State stockpiled horse manure for expressly warlike purposes. There is no confirmation that any tampering or modification was done to said horse manure before its introduction. There is no confirmation that any alleged illnesses were the direct result of said introduction.

From the above review the Ministry concludes as follows. Discussions during the Conference made it clear that the intent was to ban the production , stockpile, and use of chemical and biological agents made for use in warfare. References to chemical weapons industries as well as "arms races" made it clear that the delegates understood that gasses and biological agents created primarily for warfare were the ungentlemanly warfare that Queen Wilhelmina meant to restrict. The discussions regarding inspections further reinforces this conclusion.

There was no discussion of banning common farming fertilisers or commonly used plants and household varmint poisons which would theoretically constitute "chemical or biological agents." References to "states being wiped off the map" and that only certain states possessed the capacity to create the disfavored weaponry further illustrate this point. Were Colombia to be sanctioned under the Treaty, it is unclear to the Ministry what they could present to the inspectors to establish a lack of biological agents so long as any excrement-producing creatures still lived. Even were horse excrement to constitute unacceptable biological weaponry under the Treaty, it is unclear from the record if it was agents of Colombia or the unrelated "Free Andean Government' which were responsible for the act. 

The Ministry therefore finds this case distinguishable from the use of chemical weaponry by the Commonwealth of Louisiana in 1900. For the above stated reasons, the Imperial Foreign Ministry declines to impose an embargo on the Holy Republic of Gran Colombia.
