More specifically - he apparently saw the rate of inflation has slightly slowed, and in his mind he thought "we're turning it around! Let's seize the momentum!"

I mean, practically any time would "guarantee" a Labour win at this rate. But this timing is particularly dumb.

How are candidates chosen?

Someone else can give a better, more in depth explanation, but it varies by party and seat. The most simple way is the party just picking their candidate internally. Either internally at the top, or among local party people, depends. That may happen a lot soon if the seat is seen to be a no-win, just to get people in place. The big boys though usually have had the party merely vet and winnow down the potential candidates who apply, and then put the remainder before a vote of the constituency membership.

I wonder if Seb Payne will manage to weasel himself into a safe seat now.
Tory chairman Richard Holden is also sniffing round for a seat. He had a strong claim to stand in the redrawn Bishop Auckland with a 15% Tory majority (much safer than his current seat), but, well, he clearly wants a much safer seat than that given the circumstances.
If he doesn’t hold on he’d still have a decent claim to that safer seat once it surely goes to a by-election. I doubt the local member will want to hang around in parliament after defeat.
