Senate Resolution
To restore the states as they should be

Be It Resolved in the Atlasian Senate Assembled, that upon ratification by 2/3rds of the Regions, the Fifth Constitution of Atlasia shall be amended as follows:

Section 2. Lands and States.
New states may be admitted by the Senate into this Union, and apportioned among the several Regions as may be appropriate; but no new state shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the Regions concerned as well as of the Senate.
The Senate shall have power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the Republic of Atlasia.
The Regional legislatures may alter the boundaries of states and counties of states located within their respective Region at will.
The Senate may also alter the boundaries of states and counties, when the border in question is located between two or more regions.

This Constitutional Amendment prohibits regional governments from altering the borders or locations of the states contained within them such as when the South attempted to eliminate West Virginia by putting it in a county in Kansas.

That's fine, vote to continue the debate as you have and we'll consider the amendment. But given that it's a substitute the best way to give the original bill a vote is to go for cloture which is why I elected to proceed.

I'll also object to the LT Amendment. If we are removing such a power from the regions, we should also remove the power from the federal government. Otherwise the status quo should prevail.
