I propose the following amendment.
This places a basic limitation on military aid so it is not used against children.

Palestinian Solidarity Act

SENATE BILL


to stand with the people of Palestine.

Be it enacted by the Senate of Atlasia assembled:
Quote
SECTION 1.

1.  This Act may be cited as the “Act of Solidarity with Palestine”.

SECTION 2. RESOLUTIONS

1. The Republic of Atlasia recognizes the right of the people of Palestine, including the West Bank, Gaza Strip, all the territories of the former Mandatory Palestine, and displaced persons worldwide, to exist in peace and return to their ancestral homes.
2. The Republic of Atlasia reaffirms its support for a peaceful solution to the Israel-Palestine conflict, putting emphasis on ethnic reconciliation.
3. Atlasia disavows the Israeli policy of constructing and maintaining settlements in the West Bank and any hypothetical settlements in the Gaza Strip and demands these settlements be dismantled at the earliest possible convenience.
4. Atlasia demands the full withdrawal of all Israeli military presence from the Palestinian territories, the abolition of all checkpoints within the West Bank, the free movement of civilians within the West Bank and in between the West Bank and Gaza Strip, and an immediate end to the blockade of Gaza.
5. Atlasia demands the government of Egypt end its participation in the blockade of Gaza, allowing normal movement in between Egypt and Gaza.

SECTION 3. LIMITATIONS
1. No funds to be appropriated or otherwise made available for assistance to the Government of Israel may be obligated or expended for any of the following:
a. Military detention, confinement, abuse, or mistreatment of Palestinian children in violation of international law.
b. Usage of torture, sensory deprivation, physical violence, degrading treatment, arbitrary detention, denial of access to parents or legal guardians, administrative detention or imprisonment without charge or trial against Palestinian children.
c. Forcible transfer of Palestinian civilians including by the destruction of civilian homes and property.
2. The Government of Israel must agree and abide by Section 3-1 of this act to remain eligible for military aid.
3. Any violation of this act, as determined by the Secretary of State, shall trigger a suspension of military aid to the Government of Israel.
a. Military aid suspension shall be lifted at such time the Secretary of State determines the Government of Israel is in compliance with this act and international humanitarian law.

The section appears to refer to any destruction of homes that is conducted by the Government of Israel.

Does proposed Section 3-1(c) include destruction of homes as collateral damage when bombing a rocket site?



Section 3-1c refers to forcible and intentional re-location of civilians through the use of property destruction. If the home is indirectly damaged as a result of legitimate military action, I do not believe that would qualify.
