As Deputy PPT, I amend this result to 8-8-0-3 by extending the vote an counting AFE's vote here.
The Vice President shall break the tie.

The rules are quite clear on amendment votes:

Quote
The vote shall last for three days or until a majority has voted in favor or against the amendment, at which point Senators who have voted shall be prohibited from changing their votes and the vote shall be declared final.

The vote was indeed left open for the full 72 hours. Therefore, a suspension of the rules is needed to count the vote.

Is there objection to the suspension of the rules to count the tardy vote by AFE?

If there is a tiebreaker, casting an Aye vote. However, Cao's proposal seems necessary if the amendment does pass.

The vote is 6-6-0-6. A 2/3 absolute majority has not been achieved, the rules are not suspended, and the amendment fails as previously ruled.

The unfinished business is the vote on the motion for a final vote.
