Henry County GA did in 2020, and Warnock did 13 points better than Biden there last year. Hamilton IN swung also swung 13 points between 2016 and 2020

Has this ever not happened in any election? Even in a relatively static national result you'd expect some very small county with a very small sample of voters or a swift population influx to have a random jolt to the left or right.

Absolutely, even if it's just one person in Kalawao voting Republican. It's extremely unlikely that there are none given how small counties can have larger swings and every election has some. I mean look at Starr, TX in 2020. There's bound to be something like that happening somewhere. Also, Henry County GA is definitely swinging left like 20 more points lol
