why did hagelin get 14.7% of the vote in this county?

confusing ballot?

was it his home county?

Home county.  He was (is?) a professor at the Maharishi University of Management, and lived outside of Fairfield.

It isn't.  If it was, Hagelin wouldn't have done nearly as well, I imagine.
