AN ACT
To improve the AtlasCare system.

Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the Atlascare Improvement Act


Section 2. Pay Hike

There shall be a 15%, across the board pay increase for all nurses and critical care workers employed under AtlasCare.

Section 3. Rural Hospital Network Expansion

$300,000,000,000 is to be appropriated for FY2024 for the expansion of rural hospital networks via construction of new hospitals in rural areas. $100B is to be appropriated to each region.

Section 4. Incentive Payments

There shall be established a “Rural Care Bonus Program”, abbreviated as “RCBP”. Doctors and Nurses who work in rural hospitals shall be offered a $750 monthly bonus. $72,000,000,000 is to be allocated for each FY for this program.

Section 5. Prescription Drug Subsidy Expansion

Part 1, Section 4 of the Reforming and Regionalizing Public Healthcare Act of 2017
is amended as follows:

a. Each family or individual who legally resides in the Republic of Atlasia shall receive a tax credit for full compensation of any monthly amount for which prescription drugs exceeded $2000 in out-of-pocket costs.

Section 6. Funding

1. The FUTA Tax is hereby increased to 6.25%

2. The Net Investment Income Tax is increased to 5.8%

Section 7. Implementation

This act shall take effect immediately

$300 Billion for rural hospitals is so much that localities might not know what to do with it. Meanwhile, citizens in both urban and rural areas are struggling with the rising costs of prescription medication.

Expanded medical services for those in underserved areas don't matter if they can't afford the prescribed treatment.

So, my idea is that we reduce the appropriations for the rural hospitals- but still keep a lot- and instead invest it in lowering the proposed cap on out-of-pocket drug costs by 75% and expand benefits for medical professionals in these areas.

With this in mind, I propose the following Amendment:

My only question is why are we raising the threshold for prescription drug compensation? Currently we offer tax credits for prescription drugs which exceed $250 for families that don't use AtlasCare.

As written, this bill would raise the threshold from $250 for all out-of-pocket drug costs. I wrote that exact part of the policy*, and people would need to pay more for drugs in order to qualify for the credit.

*Technically it was part of Hillary Clinton's 2016 healthcare plan, but we added it to the law.

Okay. The amendment has been revised to change the cap from $500 for a month to $1,000 for a year.
