It's EXTREMELY unlikely, but it is possible.

In a three-way race, it would be possible for both congressional districts to vote for different candidates, and a third one to win statewide. (You see occasional examples of congressional primary winners who fail to win a single county in the seat; Russ Carnahan in 2004 comes to mind as an especially impressive example where he only even placed second in one county, and was otherwise a super-consistent third everywhere while others had very regionalized bases).
