Russia is busy with other stuff.
Its what Azerbaijan is exploiting.
On top of that, Azerbaijan has even more money now since by refusing to take Russian gas, were more reliant on Azerbaijan for energy.
And of course what Azerbaijan does is also in the interest of Turkey and Kazakhstan (as all three are Turkish) and are stops on the way of the new oil route (kinda like the silk route of the 21st century).

Laki has it right. Iran is Armenia's best hope to deter Azerbaijan right now. They recently released sniper footage of Aliyev in the crosshairs (they did not shoot), but this doesn't seem to have been enough. Their munitions sales to Russia may limit what they can offer to Armenia in the short term unless they're prepared to intervene directly.
