There was still Apartheid moreso during Teddy Roosevelt era women couldn't vote and many more poll taxes during Teddy era

Strongly Roosevelt. These are probably the two Presidents who I rate most disproportionately compared to others (Roosevelt high and Truman low).

Truman. He had big shoes to fill coming in after FDR and filled them better than a majority of other political figures would have at the time, and he inherited a much more difficult situation than Theodore Roosevelt did, and all things considered, did a good job handling the end of the war and its immediate aftermath, both at home and abroad.
