Now this is genuinely interesting.  I wonder how the earlier history would look with an independent Republic of Texas?  Judging by the names of the party leaders, it's clear that civil rights legislation has passed and it looks plausible that Spanish is recognized alongside English as an official language.

Union of North America Legislature (furry utopia timeline), 2052 [these are super rough estimates]

Variable amount of seats. 500K people per single-member district, elected by STV. Seat totals are rounded to the nearest whole number, so 750,049 people means 2 seats, but 749,967 means 1. Minimum 1 seat per state. Equal number of reps are elected by proportional representation nationwide with an open list.

Greenland: 1 (65 thousand people, but given a full seat and autonomy as part of union negotiations)
