Here's a place to put random observations along these lines.

Dakota County, Nebraska could be interesting in the future. It's a surprisingly diverse county, at 40% Latino, and South Sioux City is majority-minority. And it's the most promising place in the state for Democrats other than Sarpy County. If it were in a swing state it would be highly discussed; I wouldn't be surprised if it flipped in the next Dem statewide win.
