This one sounds bad. The man was being transported to a mental health hospital having an episode and was restrained but was still pressed by them for 12 minutes. Video doesn't appear to have been released yet but there is a video.

Based on the quick charging I'm going to have to say this is likely a really bad video, similar to the Tyre Nichols footage.
