Depends on where we're talking about. Ukraine? Russia? Collective West as whole? Third World as a whole? China? India?
As a whole though, I suspect Putin will be the top villain in the eyes of most Westerners no matter how things end up.

I suspect many people would say Zelensky, but the types who would say that would be disproportionately likely NOT to be posters on this forum.

Is Ukraine a stalemate or victory for them? Putin.

Is Ukraine Vietnam 2.0?  Zelensky because victors write history and Russia lurves propaganda.

Given that Russia's strategic defeat is already guaranteed regardless of where the war goes from here, I doubt Putin will be remember favorably by anyone, even within Russia. If anything, a Russian operational "victory" (in the sense of achieving control of the 4 annexed oblasts, which is the most they can realistically hope for at this point and still a massive stretch) will only make Putin's legacy worse, as it will guarantee more suffering for both the Russian and Ukrainian peoples, which they're bound to remember for generations to come.
