Inspired by a currently ongoing debate in Germany after two 12-year old girls murdered a classmate of the same age. The age of criminal responsibility is 14 here, so these two individuals will not be charged criminally despite their horrendous doing. Seems like most US states don't have a minimum age, while others have 10 or 11.

I think 14 is definitely too high, 12 should be a minimum. Probably 10 or 11, as in some US states. What do you think?

Not sure if there should be one, but the US definitely needs to start shifting away from charging children/teenagers as adults.  The juvenile protections are there for a reason.

We had a discussion about this on USGD a few years ago and someone suggested that there should be an intermediate degree of penal responsibility for teenagers who clearly have some ability to know what they're doing, but are still developing and need to be given some leeway and a greater trust in their ability to reform.

So maybe something like this:
0-11: No penal responsibility
12-20: Reduced penal responsibility (shortened sentences and specialized detention centers)
21+: Full penal responsibility
