No idea. Pennsylvanians feel free to respond.

I'm not 100% sure but I'm pretty sure it does not. And there's really no precedent for it in PA either. If the state senate and house were still GOP, it might have passed if it was brought up or something, but with Shapiro (and the now Dem house) it's DOA anyway.
