Senator Kris Kobach agrees that Mastriano will win the primary

Kobach lost that primary because Bob Hamilton ran as a stalking horse and siphoned votes exclusively from Kobach's geographic base. Rare example of Republican leadership playing in a primary effectively and to be honest I'm not even sure they realize it.

Viable Republican candidates with a non-negligible chance of winning a GE staying out of the race for various reasons (fear of having their career ended by a Trump endorsement, fear of having their career ended by GOP base voters, inability to raise the necessary funds, more than uncertain GE prospects, their state party's weak organization, etc.) is just as big if not a bigger problem for the GOP than Republican base voters opting for 'colorful' candidates in primary elections, but it is far more underdiscussed than the latter. The 2022 Senate race in PA illustrated this perfectly, and its 2024 race may as well.

I don't think Casey will be very vulnerable, but this would take his chances from around 70% to 95%.

I'm not 100% sure but I'm pretty sure it does not. And there's really no precedent for it in PA either. If the state senate and house were still GOP, it might have passed if it was brought up or something, but with Shapiro (and the now Dem house) it's DOA anyway.
