I am willing to hear Senator Yankee's reasoning for this proposal, however as long as this bill maintains a potential increase in fossil fuel extraction on federal lands, I cannot support it.

The SPR can be refilled by existing extraction sites.
We have over one million producing wells in Atlasia.

I propose the following amendment:

STRATEGIC PRODUCTION RESPONSE ACT

1. Section 161 of the Energy Policy and Conservation Act (42 U.S.C. 6241) is amended by adding at the end the following new subsection:

(k) Plan.—

“(1) IN GENERAL.—Except in the case of a national emergency, a disruption in supplies of petroleum products, or a severe energy supply interruption described in subsection (d), the President may not execute the first drawdown of petroleum products in the Reserve after the date of enactment of this subsection, whether through sale, exchange, or loan, until the President has developed a plan to replenish the Strategic Petroleum Reserve through the use of existing extraction sites. refill the increase the percentage of Federal lands leased for oil and gas production by the same percentage as the percentage of petroleum in the Strategic Petroleum Reserve that is to be drawn down in that first and subsequent drawdowns, subject to the limitation under paragraph (2).

(2) LIMITATION.—The plan required by paragraph (1) shall not provide for a total increase in the percentage of Federal lands described in paragraph (1) leased for oil and gas production in excess of 10 percent.

2. This act shall take effect thirty (30) days after passage.

What is the purpose of the amendment?

To strike out the proposed expansion of fossil fuel extraction on federal land.

Having heard no response to my request after three days, I will assume everyone is either satisfied with the current status of the bill or otherwise know where they stand. I motion for a final vote.
