Nay on the first, aye on the second. I would also like my amendment to be recognized as such since it has minor changes from the Wulfric-Scott Amendment.

Quote from: Amendment
REGIONAL RIGHTS AMENDMENT

Quote
1. Article VIII, Section 1 of the Atlasian Constitution shall be amended as follows:

Quote
Section 1

This Constitution, and those laws, treaties, and other acts made by the Republic of Atlasia in pursuance thereof, shall be the supreme law of the land, and the executive and judicial officers of this government and of the several Regions shall be bound thereby, any thing in the laws or constitutions of the several Regions notwithstanding subject to the exceptions made in this Constitution. The constitution, laws, and other acts of the Regions shall be the supreme law within their respective territorial boundaries on the following subject matters: abortion; agriculture and farming; LGBTQIA+ issues and furry non-discrimination; length of terms of imprisonment and parole eligibility; collective bargaining, maximum work hours lower than forty hours per week, and wage floors; education and school activities; energy exploration and generation; mining, provided that no Region shall permit mountaintop removal; the manufacturing, sale, carrying, and ownership of weapons; Regional defense forces and militias; and the time, place, manner, and all other responsibilities of conducting Regional, State, and local elections.

Quote
Amendment Explanation

This amendment enumerates a list of Regional powers over which each Region shall be the highest authority within their respective territories over. This listed powers include certain non-discrimination laws , regulation and oversight of abortion, farming, length of prison sentences and parole eligibility, collective bargaining, minimum wages, maximum hours subject to a federal maximum of forty, education, mineral extraction subject to a federal ban on mountain top removal, gun control, Regional guards, and internal election oversight for non-federal elections.

I object. Can we go for this instead? I added one word and imo made the capitalization more consistent with the rest of the amendment.

Officially introducing this as an amendment.

Senators, I am afraid I must step in as moderator to offer some advice

There are limits and risks to which legislating on LGBTQIA issues is acceptable under the TOS. This became an issue last summer and I want people to be mindful that just because the Atlasian Federal Government says its okay, doesn't mean its okay from the perspective of forum administration.

It also thus must be considered that this is something of an empty promise that the Federal Government cannot make to the Regions, since it doesn't have the ability to override forum level policy and thus cannot ensure that regions will actually be able to exercise much in the way of authority here.

Basically, the Federal Government is not going to prevent a region from passing something on LGBTs, progressive or conservative. If the moderators feel they need to step in somewhere, that's their territory. Nyman won't be bumping in with some blanket statement.

The original proposed 10 amendments should be sufficient enough for passage.

If this is to earn my support and endorsement at referendum, then Regions exerting these powers must actually represent their residents. Fremont has an undemocratic three member Parliament, while the South denies any representation to the left despite 30% of the electorate voting for at least one Leftist candidate, clearly enough of a vote to merit representation in any commensense system, via a Subregional Gerrymandering scheme. This amendment requires a legislative body, all-at-large, of at least 4 members. It gives the South a nearly 3 month exemption so it can arrange a convenient time to reelect its legislature. Fremont already has an election scheduled in just a couple weeks.

The foreign policy amendment presents a clear danger to the integrity of the Union. It would mean that the Union is not a Republic and not a Confederation, but an alliance of loosely affiliated sovereign states, i.e., something that our international enemies are cheering on.
