We should also address Scott's concerns before we head to a final vote, although we need to vote on cloture unless NYE withdraws his final vote motion.

I hereby cast a proxy vote of Nay for Senator NC Yankee who has authorized me to do so due to the unfortunate personal circumstances that have befallen him. I believe he vote against this bill since he expressed opposition to it publicly.
