But I think this is one of the least controversial uses of the proxy votes cause Yankee was the sponsor of the act.

Could someone please explain how this bill would make it easier to serve as one of our gracious Atlasian budget czars? I am just curious since I don't know exactly how the process works, or how this would help.

And then there's the other part on my mind. Since, again, I am a budget novice, isn't "pay-go" usually seen as a conservative ideological thing to prevent over spending? I ask because I don't see any language in the resolution about making up spending/revenue with budget cuts or tax revenue increases or whatever.

And finally, it looks like Yankee was not able to vote in time...? Or am I understanding the previous posts wrong? I am partially inclined to vote with his opinion just to restore what would have been the "proper" vote without that timing issue.

Yankees vote hasn't been counted given the vote to suspend the rules failed. Maybe NCY should clarify this further to you, so I would wait until NCY has had the chance to respond and make his point clear about the parts of the act that i don't properly understand.

And the vote to suspend the rules failed to pass, partially because it was buried under a whole lot of threads resulting this in having lower votes. I would have needed 7 more aye votes for it to pass.

I've already told my opinion about the proxyvotes but other people make a big business of it and by passing it or counting, they would've legally contested this act or not recognise its passing.

The act hasn't failed yet. The vice president could still decide to break the tie in favour of it.

I explained some of this on page two. This is less about ensuring programs are funded and more about categorization of those expenses. In that sense it is not pay-go as it is typically understood politically in game, or how it was enacted in 2017-2019. There is no mention of offsets for example being required as that previous rule required.

Alright, given the weirdness of the vote timing and the complication of attempting voting by proxy, I will vote to "restore" the bill to how it would have been if Senator NCY got to vote.

Article VI of the Official Senate Rules and Procedures shall be amended as follows:

...

6. ) All bills appropriating money must have any funding increases and decreases connected to a specific federal department or program budget. Any bill that includes a funding change that is not connected to a specific federal department budget shall not be able to be brought to a final vote.

...

Passed 5-5-1-7 in the Atlasian Senate assembled with the Vice President as tiebreaker.
